Any business that sells more than nine dogs or cats each year needs this license. The Pet Dealer License is issued by the New York State Department of Agriculture and Markets.



Most businesses that sell pets will also need a Sale of Small Animals (Pet Shop) Permit from the New York City Department of Health and Mental Hygiene. Click the following link to learn about this requirement.

Pets cannot be leased or rented out in New York State. Pets cannot be used for collateral for payments.

Home-based breeders selling less than 25 animals a year are exempt.
