Livery Car Vehicle License
A livery vehicle is a car licensed by the Taxi and Limousine Commission (TLC).
These vehicles can:

Carry up to five passengers (not including the driver)

Charge for rides based on:
- A flat rate
- Time
- Mileage
- Zones

They are sent from a base to pick up passengers

Vehicle License Requirements Checklist-
Permit fees
New application fee: $550 for a two-year license. If you use a money order, make it payable to: NYC Taxi & Limousine Commission. -
Inspection fee: $75 if your vehicle has 500 miles or more on the odometer. New applicants must pay this fee with the $550 application fee.

All licenses are non-transferable and all fees are non-refundable.

License renewal payments: You can pay for license renewals online. Use the LARS (License Applications, Renewals and Summonses) System.

Other license types: Other licenses from the Taxi and Limousine Commission (TLC) need different operating licenses.
