Building Water Tank Cleaning, Painting and Coating Permit
You need this permit to clean, paint or coat water tanks in buildings. These tanks hold drinking water.
All permit holders must follow these rules:
- ยง17-194 of the New York City Administrative Code
- Article 141 of the New York City Health Code
- Part 5 of the New York State Sanitary Code
- Industry standards like AWWA, NSF/ANSI or other ANSI-accredited standards
Since September 7, 2019, new legislation requires that cleaning, painting or coating a water tank must be done by:
- A licensed master plumber
- Someone supervised by a licensed master plumber
- A registered engineer or architect
- A person with a commercial pesticide applicator certification in Category 7G from the New York State Department of Environmental Conservation
- Someone supervised by a person with Category 7G certification
Getting a permit from the NYC Department of Health and Mental Hygiene (DOHMH) does not cover all of the regulatory requirement of other City and State agencies. You must get all other needed permits, licenses and authorizations.
If you do not follow all of the regulations, your DOHMH permit may be suspended until you show proof of compliance.

Supporting documents required to apply for a permit or license -
Insurance proof: Submit proof of Workers' Compensation and Disability Insurance. Include the insurance carrier's name, policy number and expiration date. If exempt, provide Form CE-200 stamped by the Workers' Compensation Board with the New York State-assigned Exemption Certificate Number. The certificate must list the New York City Department of Health and Mental Hygiene as the Certificate Holder.

Sales tax certificate: Provide proof of a Certificate of Authority to Collect Sales Tax. The address on the Certificate must match the applicant's or establishment's address.

Pay outstanding fines: Pay all outstanding fines for Health Code Violations before applying for or renewing a permit. You can pay fines at 66 John St., 10th floor, New York, NY 10038, or online at nyc.gov/citypay (select option #6). Fines can also be paid in person at the NYC Department of Consumer and Worker Protection (DCWP) Citywide Licensing Center or online.

Proof of experience: If you are an individual applicant, provide proof of previous employment with a company that has a permit to clean, coat or scale water coils or water tanks, and proof of experience in these tasks.

Knowledge and procedures: If you are not an individual applicant, provide proof of knowledge of acceptable procedures for cleaning, coating or scaling water coils or water tanks, and written protocols and procedures that the business and individual will follow.

Qualification proof: Provide one of the following: your own Master Plumber license, the license of your directly supervising Master Plumber, your own Professional Engineer or Architect license, your own commercial pesticide applicator certification in Category 7G issued by the New York State Department of Environmental Conservation, or the certification of your directly supervising individual holding such Category 7G certification.

- In-person submission: If you gave your application in person, the Department of Consumer and Worker Protection (DCWP) will give you a receipt.
- Online submission: If you sent your application online, you will get a receipt by email.
- Check application status: You can check your application status by calling the NYC Department of Health, Office of Public Health Engineering at 718-786-6004.

- Gather all supporting documents required to apply for this permit.
- Make individual electronic versions of each supporting document for uploading to the system. The following document types can be uploaded: PDF, JPG, GIF, PNG, XLS, XLSX, DOC, DOCX, VSD and TXT.
- Create an account with the NYC Online Licensing system. Payment is required to complete and submit the application, so have your credit or debit card information ready. You can save partially completed applications and return to them later.
- Select the type of permit you are applying for and enter the requested information into each field. Fields with an asterisk (*) are required. Upload copies of required documents individually.
- Pay with a credit or debit card to complete the application.

- Applications for new permits are not accepted by mail.
- You can renew online using the NYC Online Licensing system.
- You need to register first.
- You cannot renew if you have unpaid fines.
- You can pay fines online before renewing.
To renew online for the first time:

You need the Personal Identification Number (PIN) from your Renewal Notice.

The PIN links your records to one online account.

You only need to use your PIN once for each permit or license.
If you do not have your Renewal Notice: You can get your PIN by filling out an online PIN Request Form or by calling 311.
Note: If you need to upload documents, you will need to download Microsoft Silverlight.

You can renew your permit in person at the DCWP Citywide Licensing Center.

If you send someone to renew for you, they must bring an Authority to Act form.
